- Tendrá lugar este viernes 17 diciembre en el Teatro Cardenal Belluga, centrado en los retos y la participación de la infancia y la juventud en entornos rurales
El alcalde de San Fulgencio, José Sampere, y la concejala de Juventud, Samantha Hull, han presentado esta mañana el Pre-congreso Mundial por los Derechos de la Infancia y la Adolescencia que se llevará a cabo en el municipio este viernes 17 de diciembre. El evento lleva por título ‘Diversidad, retos digitales y participación real de la infancia y la adolescencia en la vida rural’, y se desarrollará a partir de las 9:45 horas en el Teatro Cardenal Belluga. Su principal objetivo, tal y como ha indicado la edil, es “dar a conocer diferentes prácticas y estrategias para mejorar la realidad de la infancia y adolescencia de entornos rurales, como es el caso de San Fulgencio, mediante la participación social y el uso positivo de las tecnologías de la información”.
El pre-congreso llevará también asociada el sábado 18 la actividad del ‘Smart Youth Day’, un evento dirigido a la juventud con carpas informativas sobre realidad virtual, arcade, robótica y tecnología, así como ciber-delitos y de formación en TICs. “Estará instalado en la calle Amsterdam, en la zona de urbanizaciones, y podrá ser visitado por todos los jóvenes de San Fulgencio durante todo el día, desde las 10:00 de la mañana”, ha informado la concejala de Juventud. Asimismo, Hull ha manifestado que “es muy importante que ofrezcamos a nuestros jóvenes alternativas de ocio y de formación, ya sean de san Fulgencio o en cualquier otro municipio en el mundo, para que puedan contar con las mismas oportunidades sin importar dónde residan”. De las cuatro mesas de debate que se llevarán a cabo, se ha reservado una en la que será el propio alumnado del IES de San Fulgencio quienes reflexionen y expongan sus inquietudes e ideas bajo la temática “Reclamando el derecho a participar en lo local”.
El Pre-congreso Mundial por los Derechos de la Infancia y la Adolescencia forma parte del conjunto de actividades previas que se realizan en torno al IX Congreso Mundial por los Derechos de la Infancia y la Adolescencia de 2022, que tendrá lugar el próximo mes de noviembre en Argentina. Podrá seguirse tanto en directo como a través de streaming, y contará con la participación de oradores de universidades y organismos como la Universidad de Barcelona, la Red de Universidades por la Infancia y la Adolescencia de España, la Rotary Foundation o la Cátedra de Infancia y Adolescencia de la Universidad Politécnica de València, junto a ponentes de importantes universidades latinoamericanas como la Universidad Siglo 21 de Argentina, la Universidad Magno Americana de Méjico o la Comisión Estatal de los Derechos Humanos de Michoacán. También está prevista la asistencia de Mª Jesús Pérez Galant, directora general de Participación Ciudadana de la Conselleria de Participación, Cooperación y Calidad Democrática.
Por su parte, el alcalde de San Fulgencio ha indicado que “es todo un honor contar con eventos académicos de este calibre en nuestro municipio, sobre todo de este tipo, que buscan encontrar nuevas salidas y alternativas para nuestros jóvenes”. Asimismo, Sampere ha indicado que desde la Concejalía de Seguridad, de la que es responsable, “también velarán para que el desarrollo de este acto se lleve a cabo con todas las precauciones sanitarias, y siguiendo todas las medidas de prevención estipuladas por la Generalitat respecto al Covid-19”.
San Fulgencio will host the World Pre-Congress for the Rights of Children and Adolescents

The Mayor of San Fulgencio, José Sampere, and the Councilor for Youth, Samantha Hull, presented this morning the World Pre-Congress for the Rights of Children and Adolescents that will be held in the municipality this Friday, December 17. The event is entitled ‘Diversity, digital challenges and real participation of children and adolescents in rural life’, and will take place from 9:45 am at the Cardenal Belluga Theatre. Its main objective, as indicated by the mayor, is “to publicise different practices and strategies to improve the reality of childhood and adolescence in rural settings, as is the case of San Fulgencio, through social participation and positive use of information technologies”.
The pre-congress will also be associated with the activity of ‘Smart Youth Day’, an event aimed at youth with information tents on virtual reality, arcade, robotics and technology, as well as cyber-crime and training in ICTs. The stalls will be found on Calle Amsterda, on the urbanisations, and can be visited by all the young people of San Fulgencio throughout the day, from 10:00 in the morning,” reported the Councilor for Youth. Likewise, Mrs Hull has stated that “it is very important that we offer our young people leisure and training alternatives, whether they are in San Fulgencio or in any other municipality in the world, so that they can have the same opportunities no matter where they reside.” Of the four discussion tables that will take place, one has been reserved for the students of the IES de San Fulgencio who will reflect and present their concerns and ideas under the theme “Claiming the right to participate locally.”
The World Pre-Congress for the Rights of Children and Adolescents is part of the set of activities that take place around the IX World Congress for the Rights of Children and Adolescents in 2022, which will take place next November in Argentina. It can be attended both live and via streaming, and will have the participation of speakers from universities and organisations such as the University of Barcelona, the Network of Universities for Childhood and Adolescence of Spain or the Chair of Childhood and Adolescence of the University Politécnica de València, together with speakers from important Latin American universities such as the XXI University of Argentina, the Magno American University of Mexico or the State Commission for Human Rights of Michoacán. Mª Jesús Pérez Galant, general director of Citizen Participation of the Department of Participation, Cooperation and Democratic Quality is also expected to attend.
For his part, the mayor of San Fulgencio has indicated that “it is an honour to have academic events of this caliber in our municipality, especially of this type, which seek to find new outlets and alternatives for our young people.” Likewise, Sampere has indicated that from the Department of Security, for which he is responsible, “they will also ensure that this event is carried out with all sanitary precautions, and following all the prevention measures stipulated by the Generalitat regarding Covid-19 “.
